Early Recovery (ER)
The Early Recovery Group (ERG) was established in 2009 at both the Colombo and District level to
- Ensure Early Recovery interventions are aligned behind national priorities and plans;
- Promote programmatic coherence and consistency;
- Interface with Government, donors and other key partners;
- Advise on standards for early recovery assistance; and
- Facilitate government to conduct and coordinate needs assessments.
The Group focuses on the core needs of Early Recovery not already covered by existing humanitarian sectors, through the network of Early Recovery focal points. In Sri Lanka these areas include livelihoods, permanent housing, basic (community) infrastructure, and civil administration - although areas may be added or reduced according to the changing situation.
At the Colombo level, four Early Recovery Sub-Groups with chairs/co-chairs have been established to ensure comprehensive attention to these sector specific details:
- Livelihoods (ILO)
- Permanent Housing (UNHABITAT/UNHCR)
- Basic Infrastructure (ADB/UNOPS)
- Civil Administration (UNDP)
At the District level the ERG (or Forum as it is sometimes called) is often supported by Divisional based working groups.
