Liberia Community Infrastructure Program (LCIP)
The Liberian
Community Infrastructure Program (LCIP) began operations in
March 2004. This two-year program funded by the United States
Agency for International Development focuses on reintegrating
ex-combatants and other war-affected persons into the productive
work place. LCIP emphasizes the reconstruction of community
infrastructure—schools, clinics, administrative buildings, water
services, markets, and roads—as a means for joining employment
and skills training objectives with Liberia’s reconstruction.
It incorporates the two key elements: social and economic
reintegration. LCIP's approach seeks to balance the needs of
former combatants with war-affected civilians, and proposes to
address each constituency equally for a total of 25,000 direct
participants.

Project (LCEP)
Funded through
the World Bank and UNDP, and implemented through Mercy Corps and
the newly-established Liberia Agency for Community Empowerment
(LACE), the LCEP supports community-driven empowerment, trust
and social capital building activities within communities as a
foundation to long term stability and reconciliation. To view a

Reconstruction Conference Working Papers
Note:
These Working Papers were prepared for the February 2004 Liberia
Reconstruction Conference Needs Assessment. They are unedited,
unofficial documents. There may be inconsistencies between the
contents of these Working Paper and, the Needs Assessment
Synthesis Report and the Results Focused Transition Framework (RFTF).
The Needs Assessment Synthesis Report and the RFTF are the final
texts endorsed by the National Transitional Government of
Liberia, the United Nations and the World Bank for the
Reconstruction Conference. As Liberia becomes more accessible
new information will become available on people’s situation and
needs. The needs assessments will be developed to take account
of this information - in ways that ensure consistency between
Working Papers, the Synthesis Report and the RFTF.

In preparation for the 2004 Conference, the international
community is launching a needs assessment exercise to
clarify Liberia's funding needs for 2004 and beyond. This document
outlines the priority sectors and lead agencies for each of those
