Emergency Response Fund (ERF) Weblink!
What is the ERF?
The ERF Unit
was
established in May 2004 and is situated
within the
Humanitarian Coordination Section of the Humanitarian
Coordinator/Resident Coordinator’s Office DSRSG/UNMIL. Funding
has been generously provided by the US Office for Foreign
Disaster Assistance (OFDA).
Goal
To cover
emergency needs in areas where other donors are
under-represented in humanitarian assistance by providing NGOs
with a rapid, flexible response mechanism to meet short-term
emergency needs.
Objective
To
provide initial financing to enable implementing partners to
respond to a crisis without delay. Interventions should focus on
preventing more serious problems and re-establish basic living
conditions.
The ERF responds to acute emergencies and life-saving
interventions. The Fund intends to respond in the shortest
period of time to gaps and emergency needs that are identified
by regional area and sectoral coordination meetings. It is not a
generic, small projects or quick impact project fund. It is not
intended to respond to chronic social problems or development
needs.
Project Size
and Duration
Up to
US$130,000, not to exceed 6 months.
Priority
Interventions and Sectors

Re-establishing basic living conditions of IDPs and Liberians in
host communites

Water and sanitation;

Agricultural recovery;
-
Non-food items/shelter;
-
Public health interventions;
-
Protection and related interventions.
Target
Population
Individuals living in areas where humanitarian partners have
secured access, including newly accessible locations.
The Review Board
The Review Board consists of Focal Points from the following UN
specialized agencies and UNMIL: UNDP, UNHCR, UNICEF, WFP, WHO,
UNFPA and FAO.
This board
provides technical comments and makes recommendations on
approval or rejection.
Monitoring and
Evaluation (M&E)
Ongoing field M&E and
collection of reports will be conducted by the ERF Programme
Manager and Programme Officers. Consistent contact with NGO
applicant will be maintained.
Commitment of Funds
As a result
of the most recent Review Board meeting on January 17, 2005,
the remaining funds under the ERF have been committed. We
therefore regret that we are unable to accept or consider
any further applications for funding at this time.
May we
suggest that you consider approaching other mainstream
donors who are mandated to address rehabilitation,
resettlement and development needs such as UNMIL Quick
Impact Projects, UNDP Local Community Development Projects
and UNHCR Community Empowerment Projects.
