Introduction
The NGO community has also begun to create coordination mechanisms
and support services to improve the humanitarian response in Liberia.
The HIC will post documents published by these groups in order to
provide a clearer overview of the humanitarian coordination
situation inside Liberia. If you have any material that you would

Monitoring and Steering Group (MSG)
The
international NGOs operating in Liberia have established an
informal forum for cooperation and information exchange. The
"Monitoring and Steering Group" (MSG) is a forum where the
heads of the various NGOs meets weekly (normally Fridays at
9 am) and is open to all international NGOs. Newcomers may
contact CRS to fill in a registration form or contact any
member of the executive committee, currently consisting of
the CDs of NRC, GAA and IRC. The MSG will typically discuss
issues like security, cooperation with UN and
Government/Government agencies, exchange information on all
relevant issues for INGOs and is also a forum where the
international NGO community select representatives to
various bodies where their representation is required.

As the result of the many
organizational meetings among National NGOs, the below
objectives of LINNK were developed:

coordination, collaboration and cooperation among National NGOs.

member NGOs through training.

To advocate for and
un behalf of National and local NGOs.

To undertake linkage
building and networking.

To do resource
mobilization and fund raising

effective, efficient monitoring, and evaluation, and information
system. That will help enhance transparency and accountability.

government agencies and INGOs.

Joint
Principles of Operation
The Joint
Principles of Operation (JPO) is an initiative that has a long
history in Liberia. The original INGO JPO, a tool for
self-monitoring, was developed in response to the massive
looting that was experienced by all agencies in April 1996, and
was adopted in May 1996. After the fighting in June to August
2003, as well as the realisation of a need for a broader
‘principled’ approach to operational issues, it was decided that
the JPO should be revisited by the INGO community.

The joint
principles and practices of operation aim to reinforce the
ideals of humanitarian assistance and provide cohesion to the
international efforts in collaboration with national
stakeholders. A Mission Statement for Humanitarian Agencies and

The Joint
Principles of Operations (JPO) working group organized a one-day
workshop on June 1st, 2004 in Monrovia. Fifty-five
representatives of various actors in Liberia (National
Transitional Government of Liberia represented by LRRRC, donors,
UNMIL, UN agencies, national NGOs and international NGOs)
attended the workshop, bringing various perspectives to the
debates. Click
