The Sub-Working Group on Preparedness and Contingency Planning was established in 2001 with the aim of strengthening and promoting inter-agency preparedness, contingency planning and early warning processes across the IASC community of humanitarian actors.
» Toward this end, the SWG:
- increases the level of inter-agency dialogue, information sharing and collaborative efforts on matters related to early warning;
- develops tools and guidance for linking early warning and action;
- supports the strengthening of emergency preparedness and response capacities of individual agencies and that of the broader inter-agency system;
- works with regional emergency preparedness planning actors to enhance capacities, backstopping and provides technical support as needed.
The SWG explores and develops a variety of preparedness and early warning approaches and methods to enhance the UN and IASC partners' overall preparedness capacity. Among other key contributions, the SWG publishes the quarterly "IASC Early Warning-Early Action Global Report" and has been instrumental in setting up the Humanitarian Early Warning Service Website.
The SWG meets on a quarterly basis and conducts more frequent teleconferences on specific situations and/or issues whenever necessary. Its members are ICRC, IFRC, OCHA, OHCHR, UNDP, UNHCR, UNICEF, WFP, WHO, and NGO Representatives (varied). The SWG is co-chaired by and UNICEF and WFP.
