Guidelines on Gender-Based Violence Interventions in Humanitarian Settings

» What is the purpose of the Guidelines?

The primary purpose of these guidelines is to enable communities, governments and humanitarian organizations, including UN agencies, NGOs, and CBOs, to establish and coordinate a set of minimum multi-sectoral interventions to prevent and respond to sexual violence during the early phase of an emergency.

» How are the Guidelines structured?

The Guidelines specifically details minimum interventions for prevention and response to sexual violence to be undertaken in the early stages of an emergency. Twenty-five action sheets have been developed in 10 functional/sectoral areas.

» Who is the target audience for the Guidelines?

These guidelines are designed for use by authorities, personnel and organizations operating in emergency settings at international, national and local levels.

» Who developed the Guidelines?

The Guidelines for Gender-Based Violence Interventions in Humanitarian Emergencies: Focusing on Prevention and Response to Sexual Violence were developed by the IASC Taskforce on Gender and Humanitarian Assistance involving representatives from more than 20 UN and NGO entities.

» Field-testing of the Guidelines

The current Guidelines are a field-test version. They will undergo rigorous field-testing which will take place from late 2005 - end 2006). IASC members will be asked to facilitate testing of the Guidelines in the field. The IASC Taskforce on Gender and Humanitarian Assistance is responsible for receiving field-test results and finalizing the Guidelines by end 2006.

A questionnaire has been developed for the field-test. Anyone using the guidelines is requested to fill-in the questionnaire and return it to iascgbvguidelines@un.org.
