POSITION:                                        Head of Food Aid Liaison Unit

General:

The Food Aid Liaison Unit (FALU) is a consortium of NGOs who operate in the Democratic Republic of Korea (DPRK) but do not have staff resident in the country.  This office is connected to the World Food Program (WFP) and supports the consortium members with programming, monitoring and reporting on their humanitarian assistance.  There are currently two core member NGOs (Canadian Foodgrains Bank and Caritas Hong Kong).  Associate NGOs include Diakonia (Germany) and World Vision International.  Day-to-day supervision of this office comes under WFP and overall direction is set by the FALU Steering Committee, made up of the supporting NGOs and WFP.

Key responsibilities:

• Manage the administration of the Food Aid Liaison Unit (FALU), including the supervision of two national staff
• Assist FALU NGOs in maintaining relationships with DPRK government counterparts
• Provide FALU NGOs with regular situational analysis as well as specific requests for information
• Coordinate FALU NGO food aid shipments with WFP and non-food donations with other local partners
• Organize all aspects of monitoring distribution and utilization of FALU NGO donations
• Assist FALU NGOs with  their visits to DPRK
• Provide written reports to FALU NGOs on the use of their donations

Qualifications:

• Previous experience in international relief/development
• University degree, preferably with some international studies
• Ability to work independently
• Good written and oral communication skills in the English language
• An understanding of the DPRK would be an asset
