Gender 
In December 2003, OCHA published the Gender Policies of humanitarian and development organisations working in the DPRK. The booklet is designed to provide a clearer overview for all interested parties of the policies of international organisations, donors and Non–Governmental Organisations (NGOs) on gender issues. Mainstreaming gender considerations into the programmes and projects of the various organisations working in DPRK has been consistently identified as a key target by the resident humanitarian organisations in DPRK

Human Rights and Humanitarian Principles
United Nations humanitarian action in the DPRK is based on a broad body of international humanitarian and human rights law.  Humanitarian action in the DPRK has directly addressed the fulfillment of economic, social and cultural rights, notably the right to food, to health and to education, but also, through food-for-work, the right to work. Being of a short-term and highly targeted nature humanitarian action does not address the right to social security, or the right to culture, or to the benefits of science and technology.  It does, however, take these rights into consideration in its operations.
